Requires at least two members of each community public water system governing board to attend four hours of continuing management training every four years, beginning within four years of January 1, 2013.

Applies to systems except those operated by municipalities with populations greater than 10,000.

Authorizes the State Department of Health to charge fees not exceeding $25 per member to cover training and materials costs, reimbursable as system expenses.

Training shall include updates on utility management information and be scheduled regionally during evening sessions when possible to accommodate board members' employment.

Effective July 1, 2012.
