Reenacts sections 77-1-1 through 77-1-49 of the Mississippi Code relating to the Public Service Commission's creation, powers, and duties.

Extends the repeal date of the Public Service Commission statutes from December 31, 2012, to December 31, 2014.

Maintains the three-member commission structure with one member elected from each of the three Supreme Court districts for four-year terms.

Preserves ethics provisions prohibiting commissioners and employees from accepting gifts or benefits from regulated utilities, with penalties of fines not less than $5,000 and/or imprisonment of not less than one year.

Requires submission to the Attorney General of the United States for preclearance under the Voting Rights Act of 1965, with effectiveness contingent upon federal approval.
