Extends the authority for local school boards to furlough instructional, noninstructional, and administrative employees during serious financial conditions from July 1, 2012, to July 1, 2014.

Allows school districts to furlough employees for not more than three (3) days during the 2012-2013 and 2013-2014 school years when serious financial conditions exist and resources are insufficient to meet district obligations.

Requires employees furloughed without pay to be authorized to take one-half (1/2) day of personal leave for each furlough day under existing provisions.

Prohibits the three discretionary furlough days for licensed employees from being taken during days devoted to classroom instruction.

Becomes effective July 1, 2012.
