Authorizes issuance of distinctive motor vehicle license tags displaying the Shriners International emblem to members of three specific Mississippi Shrine temples (Wahabi, Joppa, and Hamasa) and their wives, widows, mothers, daughters, or sisters.

Imposes an additional annual fee of $30.00 for distinctive license tags, due at initial application and annually at renewal, in addition to all other vehicle registration taxes and fees.

Distributes collected fees as follows: $24.00 to the three Shrine temples based on county-level tag sales; $1.00 to the Mississippi Burn Care Fund; $2.00 to the State Highway Fund; and $1.00 to a special fund under Section 27-19-44.2, with $2.00 retained by county tax collectors.

Requires applications through county tax collectors with Department of Revenue prescribed forms and documentation of temple membership eligibility.

Takes effect July 1, 2012, and establishes a $10.00 replacement fee for lost or stolen distinctive tags with partial proceeds retained by the tax collector.
