Requires at least 24 hours' notice for special meetings, with personal delivery to board members and posting at the courthouse door

Reduces the notice period to 3 hours for emergencies involving serious damage to county property, roads, bridges, epidemic conditions, or weather conditions

Mandates that if a board member cannot be personally found, attempts must be made to contact them by telephone, email, or other available means within the notice period

Limits special meetings to only the business specified in the notice, with the method of notice recorded in the meeting minutes
