Changes the frequency of the PEER Committee's inmate cost per day report from annually to every two years, beginning in 2012.

Requires PEER to contract with a certified public accounting firm to establish the state inmate cost per day using the Department of Corrections' most recently completed fiscal year financial information.

Mandates that PEER Committee and the Department of Corrections develop a current cost-based model prior to engaging a certified public accountant to serve as the basis for the report.

Uses the certified inmate cost per day as the baseline for measuring whether private correctional contractors achieve the required 10% cost savings to the Department of Corrections.

Effective July 1, 2012.
