Reenacts Section 47-5-940 of the Mississippi Code to reinstate authorization for the Bolivar County Regional Facility to contract with the Department of Corrections for an alcohol and drug treatment program.

Extends the automatic repeal date of the program from July 3, 2010, to July 3, 2015, providing five additional years of operation.

Limits program participation to no more than 250 inmates who are within 18 months of their earned release or parole date and may be removed within 72 hours if violent or refusing participation.

Requires the program to include assessment and placement, intensive treatment and rehabilitation, post-release aftercare with transition planning, and recidivism monitoring components.

Mandates annual reporting to the Legislature with specific recidivism data and allows program renewal if performance requirements are met.
