Requires the State Board of Education to adopt a uniform policy establishing residency requirements for children enrolled in public schools that all local school boards must follow.

Specifies that the uniform residency policy does not prevent parents or legal guardians from legally transferring children to another school district under Section 37-15-31.

Permits children of school district employees (instructional or licensed staff) to attend schools in their parent's employment district regardless of residence, at the employee's discretion.

Allows children in certain geographical areas to attend a nearer school in an adjacent district if transportation would exceed 30 miles on a school bus route, with appeals to the State Board of Education if disputes arise.

Takes effect July 1, 2012.
