Creates the "Public Safety Verification and Enforcement Act" requiring the Department of Public Safety, in cooperation with the Commissioner of Insurance and Department of Revenue, to establish a motor vehicle insurance verification system operational by July 1, 2013.

Establishes an accessible electronic system allowing law enforcement, tax collectors, courts, and authorized personnel to verify motor vehicle liability insurance coverage during traffic stops, registration applications, and renewals.

Requires motor vehicle owners to maintain minimum liability insurance coverage before registration and throughout the registration period; allows registration denial if verification system shows noncompliance.

Authorizes suspension of vehicle registration and/or driving privileges, and imposes civil penalties of $300 for first conviction, $400 for second, and $500 for third or subsequent conviction for operating uninsured vehicles.

Creates the "Uninsured Motorist Identification Fund" from civil penalty collections to defray verification system costs; excess funds transfer to the Motor Vehicle Ad Valorem Tax Reduction Fund; portions of penalties go to municipal and county general funds.
