Increases salaries incrementally from 2013 to 2016 for Mississippi Supreme Court justices (Chief Justice reaching $159,000 by 2016), Court of Appeals judges (Chief Judge reaching $147,578), chancery and circuit court judges (reaching $136,000), and district attorneys (reaching $125,900)

Establishes new court filing fees of $40 per civil case in chancery and circuit courts to be deposited into the Judicial System Operation Fund, along with increased Supreme Court filing fees, to help fund the salary increases

Requires the State Personnel Board to prepare a report every four years beginning November 1, 2017, evaluating and recommending adequate compensation levels for all judges, judicial staff attorneys, and law clerks

Provides state salary supplements for county court judges ranging from $7,957.50 in 2013 to $31,830 by 2016, paid from the Judicial System Operation Fund

Adds a $10 State Prosecutor Compensation Fund assessment to various criminal violation penalties (traffic, DUI, game and fish, misdemeanors, and felonies) to fund additional compensation for district attorneys and their legal assistants
