Amends Section 27-39-332 of Mississippi Code to change the recipient organization name from "Mississippi Firefighters Memorial Burn Association" to "Mississippi Burn Foundation" for county millage tax proceeds supporting the Burn Center Lodge.

Authorizes county boards of supervisors to levy up to one mill per annum on taxable property to support the Mississippi Burn Foundation for construction and operation of the Burn Center Lodge at Crossgates River Oaks Hospital.

Requires the Mississippi Burn Foundation to hire an independent auditor annually to audit financial condition using generally accepted accounting principles and submit results to the Mississippi Commissioner of Insurance within 180 days of fiscal year end.

Prohibits counties from donating funds to the Mississippi Burn Foundation in any year the organization fails to submit required annual audit reports to the Commissioner of Insurance.

Effective July 1, 2012, with a provision that on July 1, 2016, county millage proceeds will be directed to the Mississippi Department of Health or University of Mississippi Medical Center (after the Mississippi Burn Center becomes operational) instead of the Mississippi Burn Foundation.
