Revises Section 23-15-285 to establish that changes to county supervisor district boundaries cannot take effect less than 30 days before the qualifying deadline for county supervisor elections.

Requires that changes to supervisor district or voting precinct boundaries approved under the Voting Rights Act of 1965 within 30 days of the qualifying deadline be effective only for county supervisor elections held in the following year.

Mandates that all altered district boundaries conform to visible natural or artificial boundaries such as streets, highways, railroads, rivers, lakes, and bayous, except for county lines and municipal corporate limits.

Amends Section 19-3-1 to make changes to supervisor district boundaries subject to the timing and approval provisions in Section 23-15-285, requiring publication in newspapers for three consecutive weeks.

Requires the Mississippi Attorney General to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for approval under the Voting Rights Act of 1965.
