Requires DUI convicts to obtain an ignition interlock restricted driver's license immediately after a mandatory 30-45 day hard suspension and operate only vehicles equipped with ignition interlock devices for 6 months (first offense), 2 years (second offense), or 5 years (third or subsequent offense).

Creates an "aggravated DUI" offense with 5-25 year felony penalties when DUI causes death or serious injury, with aggravating factors including blood alcohol concentration of .15% or higher, or carrying a minor under 16 as a passenger.

Establishes an Ignition Interlock Device Fund through monthly fees of $25 per ignition interlock restricted driver's license and conviction fees of $30-$100 to support the Driver's License Bureau and assist indigent offenders with device costs.

Removes hardship license provisions and requires mandatory supervised probation for all DUI convictions at the offender's expense during the interlock restriction period.

Amends penalties for second and third DUI offenses to include mandatory minimum jail time, community service, and ignition interlock requirements that cannot be suspended or reduced through plea bargains.
