Authorizes the Department of Finance and Administration to convey approximately 214 acres of Columbia Training School property in Marion County to the Board of Supervisors of Marion County, Mississippi, with approval from the Governor and Secretary of State.

Amends Section 43-27-39 to close Columbia Training School as a secure juvenile training facility and relocate all adjudicated youth to Oakley Youth Development Center, while authorizing transfer of any Columbia Training School property to Marion County Board of Supervisors.

Authorizes the Department of Finance and Administration to convey 1.598 acres of real property along North West Street in Jackson to the Mississippi Transportation Commission, with mineral rights retained by the State and property reverting to the State if not used for public purposes within 10 years.

Authorizes the Department of Finance and Administration to transfer a licensing station property in Grenada County to the Board of Supervisors of Grenada County, contingent upon the county entering into a written agreement to fund construction of a new licensing station.

State retains all mineral rights to properties conveyed or transferred under the act.
