Prohibits counties, municipalities, and other governmental bodies from participating in gun buy-back programs unless they first adopt a resolution, ordinance, or rule authorizing such participation

Requires that any firearms received through authorized buy-back programs must be offered for sale at public auction to federally-licensed firearms dealers, with proceeds going to the government body's general operating fund

Allows firearms that fail to sell at auction to be disposed of in any manner the governmental body deems appropriate

Amends existing Mississippi law (Section 45-9-53) governing local government authority over firearm regulations

Effective date: July 1, 2012
