Establishes a pilot program allowing private fee-for-service plan services to be covered under Mississippi Medicaid, modeled after Medicare Advantage private fee-for-service plans.

Limits pilot program participation to 2,000 dually eligible Medicare/Medicaid beneficiaries statewide, distributed equally across four regions: Mississippi Delta, northeast Mississippi, central Mississippi, and southwest Mississippi (500 each).

Requires the Division of Medicaid to contract with three insurance companies authorized in Mississippi that have received one of the top two Member Quality Ratings by Medicare health plan members.

Mandates the division conduct the pilot program for three years and evaluate cost savings by comparing costs of providing services through private fee-for-service plans versus regular Medicaid at program conclusion.

Extends the repeal date of Section 43-13-117 from July 1, 2012 to July 1, 2013, with the pilot program provisions effective July 1, 2012.
