Allow soliciting bail agents or bail enforcement agents who were terminated by or ceased employment with a professional bail agent to be relicensed without completing 40 hours of prelicensing education if they held a license within 90 days of the new application and meet all other requirements.

Permit return of qualification bonds to personal surety agents upon court order or after five years from the expiration date of the agent's last license.

Allow personal representatives of deceased professional bail agents who act as personal sureties to contract with licensed bail agents to manage and close business affairs, including presenting defendants in court and assisting with apprehension and surrender.

Make it unlawful for bail agents to refuse to return collateral security or other indemnity when the premium has been fully paid or when the bail agent's obligation on the bond has been terminated.
