Exempts all state agencies subject to State Personnel Board regulations from State Personnel Board procedures for one year from the effective date, with all employees of those agencies classified as nonstate service during that period.

Allows state agencies to dismiss or involuntarily terminate employees during the exemption period without the normal due process protections, provided that eliminated positions' PIN numbers are also eliminated.

Requires any employees hired by affected agencies after the effective date to still meet current State Personnel Board employment criteria.

Modifies Section 25-9-105 to allow state agencies not required by law to operate under merit system rules to request exemptions from the applicant selection process by specific job class or agency-wide basis.

Act automatically repeals on the date of sine die adjournment of the 2012 Regular Session of the Legislature.
