Amends Section 41-7-191 of Mississippi Code to authorize the State Department of Health to issue a Certificate of Need (CON) for 60 psychiatric residential treatment facility beds in Hollandale, Washington County, waiving the standard need projection requirements and formal hearing process.

Authorizes the State Department of Health to issue a CON to a regional medical center in Washington County for construction or conversion of up to 20 child/adolescent psychiatric beds, with a waiver of standard need projection requirements and formal hearing process.

Both authorizations allow unrestricted participation in the Medicaid program without bed limitations or restrictions.

Changes the statewide cap on psychiatric residential treatment facility beds from 394 to 454 beds (adding 60 beds for the Hollandale facility).

Effective July 1, 2012.
