Extends the repeal date of Section 25-15-15, Mississippi Code of 1972, from July 1, 2015 (unchanged in this bill's amendments).

Maintains state coverage of 50% of life insurance costs for all active full-time employees and 100% of health insurance costs for employees hired before January 1, 2006.

Requires state to cover 100% of basic-level health insurance for employees hired on or after January 1, 2006, with option for employees to purchase additional coverage at their own expense.

Allows board to assess active full-time employees up to $20 per month toward health insurance premiums if necessary.

Applies same insurance coverage provisions to library staff, school district employees working at least 20 hours weekly, school bus drivers, and community/junior college district employees.
