Removes the date of repeal for the Tony Gobar Individualized Assessment and Comprehensive Community Intervention Initiative (IACCII) Program established under Mississippi Code Section 43-21-803.

Establishes the IACCII Program to provide strength-based needs assessments, individualized treatment plans, and community-based services for youth who would otherwise be committed to training schools.

Authorizes grants to faith-based organizations and nonprofit 501(c)(3) organizations that develop and operate community-based alternatives to training schools and detention centers in cooperation with youth courts.

Creates the "Tony Gobar IACCII Fund" in the State Treasury to receive legislative appropriations, with unexpended amounts not lapsing into the General Fund and investment earnings deposited to the fund's credit.

Requires the Legislature to appropriate $2,500,000 annually to the Tony Gobar IACCII Fund beginning in fiscal year 2007 and continuing thereafter.
