Increases notice requirement for school district elections from an unspecified period to at least 30 days before the election, with notice published once weekly for three successive weeks in a newspaper.

Requires school boards and county election commissioners to allow any qualified elector who is an actively deployed member of the United States Armed Forces to vote by absentee ballot in all school board elections within 30 days of the election.

Exempts actively deployed military members from the requirement to be physically present at the polling place on election day, while maintaining this requirement for all other voters.

Requires the Mississippi Attorney General to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for review under the Voting Rights Act of 1965.

Makes the act effective upon approval under Section 5 of the Voting Rights Act of 1965.
