Reenacts sections 47-5-901 through 47-5-909 of Mississippi Code allowing state prisoners to serve sentences in county jails when state correctional institutions lack capacity, as determined by the Commissioner of Corrections.

Sets reimbursement rate for counties housing state prisoners at actual costs or contract price, not to exceed $20 per day per offender for food and housing, with medical costs reimbursed at negotiated rates or Mississippi Medicaid rates.

Allows prisoners classified as low-risk to serve sentences in approved county jails with written sheriff request, with counties assuming full responsibility for care and housing expenses.

Grants sheriffs right to petition the Commissioner for inmate removal from county jails based on dangerous behavior or unavailable medical facilities, with commissioners responding within 30 days.

Extends the repeal date of these county jail housing provisions from July 1, 2012, to July 1, 2015, establishing them as temporary measures to address state correctional facility capacity limitations.
