Amends Section 65-4-5 to exclude construction or improvement of Mississippi Highway 9 North in Union County from the definition of "high economic benefit project" under the Economic Development Highway Act.

Amends Section 65-4-25 to prohibit issuance of bonds under the Economic Development Highway Act after the effective date for construction or improvement of Mississippi Highway 9 North in Union County.

Maintains existing bond authorization caps of $357,500,000 in aggregate principal amount, plus an additional $7,000,000 for master planned community projects.

Takes effect upon passage.
