Extends the repeal date of the Comprehensive Hurricane Damage Mitigation Program from July 1, 2012 to July 1, 2015.

Program established within the Department of Insurance to develop wind hazard mitigation construction measures and provide cost-benefit studies for residential and commercial properties in wind-borne debris regions.

Authorizes the state to provide wind certification and hurricane mitigation inspections through trained, certified inspectors who must meet background check and training requirements.

Allows financial grants to encourage property owners to retrofit residential and commercial properties to reduce vulnerability to hurricane damage.

Creates an advisory council with representatives from insurance industry, homebuilders, emergency management, and legislative committees to advise the program administrator.
