Creates a 10-member legislative study committee to examine Mississippi's tax system and determine if modifications are needed for economic competitiveness and additional revenue sources.

Committee composed of 5 members appointed by the House Speaker (including the Ways and Means Committee Chair) and 5 members appointed by the Lieutenant Governor (including the Senate Finance Committee Chair).

Committee shall study and recommend changes regarding state taxes, tax exemptions, sales taxes, income taxes, privilege taxes, fuel taxes, and the relationship between state and local taxes.

Committee must report findings and recommendations to the Legislature during the 2013 Regular Legislative Session in the form of recommended legislation.

Committee members receive per diem at rates authorized by Section 25-3-69 and reimbursement for mileage and expenses, paid from contingent expense funds of their respective houses when Legislature is not in session.
