Creates the Commission on School District Efficiency to be appointed by and report to the State Board of Education

Commission shall conduct a comprehensive ongoing study to research and develop recommendations for efficiency standards to be considered for accreditation standards

Commission must hold at least one public hearing to receive comments from parents, superintendents, school board members, and other interested parties on school efficiency and accreditation

Commission members who are not legislators or state officials/employees shall be compensated at per diem rates authorized by Section 25-3-69 and reimbursed for mileage and expenses; legislative members paid from contingent expense funds when legislature is not in session

Commission shall submit annual reports on findings and recommendations to the State Board of Education by December 31st each year, with reports made available to the Legislature
