Removes requirement that existing roads or road segments cannot be part of a new toll road project.

Eliminates prohibition on tolling the reconstruction or repair of existing roads.

Allows governmental entities and private companies to design, finance, construct, operate and maintain toll roads or toll bridges through contracts with competitive procurement processes.

Contracts cannot exceed 50 years, with toll collection ceasing upon contract expiration, termination, or rescission.

Requires companies to meet minimum highway design and construction standards and obtain approval from contracting governmental entities before establishing or modifying toll amounts.
