Requires the Department of Finance and Administration Office of Purchasing, Travel and Fleet Management to issue procurement cards to each local school district for distribution to teachers and direct support personnel for purchasing classroom supplies

Procurement cards must be issued before the beginning of each school year with a predetermined expiration date, with amounts distributed equally among all qualifying teachers based on total personnel and available Education Enhancement Fund appropriations

Teachers who pool their classroom supply funds must complete documentation to satisfy capital asset requirements; unexpended amounts on expired cards carry forward and are reallocated in the succeeding school year

Authorizes the Department of Finance and Administration to issue start-up loans at the beginning of each fiscal year to fund the procurement card system, with repayment from Education Enhancement Fund revenues

State Board of Education and the Office of Purchasing, Travel and Fleet Management must jointly establish rules and regulations for administering the procurement card system, with effective date of July 1, 2012
