Authorizes circuit and county courts to designate civil actions seeking only money judgments between $5,000 and $100,000 as "expedited small claims" for faster processing

Requires complaining parties to provide detailed factual and legal statements, damage documentation, witness lists, and relevant evidence within 30 days of an answer being filed

Limits discovery to depositions of parties and up to two non-parties (maximum 4 hours total), 10 interrogatories, and 10 requests for admission, with all discovery completed within 90 days

Presumes certain documents admissible without authentication, including contracts, billing statements, medical records, correspondence between parties, and photographs

Takes effect July 1, 2012 and automatically repeals on July 1, 2015
