Prohibits persons under 18 years of age from purchasing or using tobacco products, and prohibits students at any school from possessing tobacco on educational property.

Allows courts to order minors found in violation to perform up to 3 hours of community service and/or enroll in a tobacco education program.

Specifies that punishment for violations is not a criminal offense and shall not be recorded as a criminal offense in state records.

Requires all records of proceedings under this section to be permanently expunged from records maintained by any agency, department, county, or municipality.

Takes effect July 1, 2012.
