Reenacts sections 47-5-701 through 47-5-729 establishing the "Prison Overcrowding Emergency Powers Act" which allows the Governor to declare prison overcrowding emergencies and advance parole eligibility dates for qualified inmates.

Extends the repeal date of the Prison Overcrowding Emergency Powers Act from July 1, 2012, to July 1, 2015.

Allows parole eligibility date advancement of 30 to 90 days when prison population exceeds 95% of operating capacity for 30 consecutive days and other population reduction measures have been fully utilized.

Restricts qualified inmates from those convicted of murder, kidnapping, arson, armed robbery, rape, sexual offenses, deadly weapon offenses, or habitual offender sentences.

Requires the Governor to make final decisions on declaring emergencies and ordering additional advancements within 14 days of receiving reports from the Commissioner of Corrections and State Parole Board, or the action is considered terminated.
