Extends the repeal date of the State Parole Board from July 1, 2012, to July 1, 2015, allowing the board to continue operating for three additional years.

Maintains the five-member composition of the board, appointed by the Governor with Senate advice and consent, with all terms at the Governor's pleasure.

Preserves the board's exclusive authority to grant and revoke parole, investigate clemency recommendations, and operate electronic monitoring programs for paroled offenders.

Requires an affirmative vote of at least four board members to grant parole for individuals convicted of capital murder or sex crimes.

Takes effect July 1, 2012.
