Creates a lien for municipal and regional airport authorities on all aircraft landing at their airport for unpaid landing fees and other rates and charges.

Applies only when a nonresident commercial airline operating under Federal Aviation Administration certificate lands an aircraft at the airport.

Authorizes airport authorities to enforce liens through a court-issued writ of sequestration against aircraft, requiring the court to find prima facie evidence of past-due fees and exigent circumstances.

Requires the airport authority to post a corporate surety bond equal to 125% of the claimed past-due amount before the court issues a sequestration writ.

Allows the nonresident airline to obtain an immediate evidentiary hearing to rebut the claim and revoke the writ, or substitute a corporate surety bond for the sequestered aircraft.
