Removes requirement that a segment of Mississippi Highway 25 in Monroe County between 4 miles south of the Monroe/Itawamba county line and the county line be constructed as a fully controlled access road.

Requires Mississippi Department of Transportation to maintain Mississippi Highway 25 through Smithville if the highway is relocated east of Smithville, with authority to improve it with landscaping and signage.

Designates the portion of Mississippi Highway 25 from south of Becker to the Monroe/Itawamba county line as the "Monroe County Parkway" and authorizes landscaping of the right-of-way.

Revises the endpoint of Mississippi 6 to end at its intersection with Mississippi 25 north of Amory rather than at Nettleton.

Authorizes construction of a four-lane connector road near the northern city limits of Amory between old and new Mississippi Highway 25, with Mississippi 25 to intersect U.S. Highway 278 at least 500 feet west of Amory's eastern city limits as they existed in 2000.
