Amends Section 63-9-21 of the Mississippi Code to specify that an officer's failure to timely file a traffic ticket shall not be grounds for dismissal of the ticket.

Requires traffic tickets to be filed with the court clerk by 5:00 p.m. on the next business day (excluding weekends and holidays) when a person is incarcerated based on the conduct for which the ticket was issued.

Clarifies that failure to meet the filing deadline shall not prevent the person's release from incarceration.

Allows law enforcement officers and agencies to file traffic tickets by computer or electronic means if the ticket conforms to all substantive requirements, with defendants receiving paper copies.

Effective date: July 1, 2012.
