Requires airport authority commissioners to designate an executive director as the chief executive officer with powers including potential designation as the authority's purchasing agent.

Authorizes airport authorities to establish and equip fire departments to provide fire and emergency services on authority property, and to hire aircraft fire and rescue personnel.

Permits airport authorities to enter into joint use agreements with federal and state agencies, including military departments, with provisions allowing liability limitations if deemed reasonable and necessary.

Allows airport authorities to enter into mutual aid agreements with counties and municipalities for emergency assistance and to participate in the Statewide Mutual Aid Compact.

Authorizes airport authorities to lease lands for oil, gas, and mineral exploration with primary terms up to 10 years, minimum annual rentals of $1.00 per acre, and royalties of at least 3/16 of production, provided such activities do not interfere with airport operations.
