Amends Section 99-19-73 to impose assessments on moving traffic violations for the Children's Justice Center Fund ($2.21), DuBard School for Language Disorders Fund ($0.88), and Children's Advocacy Centers Fund ($1.91 through June 30, 2014), reducing total traffic violation assessments from $90.50 to $88.59 after July 1, 2014.

Adds a $0.75 assessment on other misdemeanors for the Motorcycle Officers Training Program Fund to provide training for state and local law enforcement officers, including motorcycle officer training.

Creates three new special funds in the State Treasury: Motorcycle Officers Training Program Fund (administered by Attorney General), Children's Advocacy Centers Fund (administered by Attorney General), and DuBard School for Language Disorders Fund (administered by Board of Trustees of State Institutions of Higher Learning).

Deletes the assessment previously imposed on litter law violations under Section 99-17-93, replacing it with a $50.00 assessment deposited into the Law Enforcement Officers Monument Fund per Section 97-15-29.

Authorizes specific fiscal year 2013 appropriations: $750,000 for Children's Justice Center, $300,000 for DuBard School, $650,000 for Children's Advocacy Centers, and $50,000 for Motorcycle Officers Training Program.
