Amends Section 7-7-27, Mississippi Code of 1972, to modify the invoice approval process for goods and services sold to the state.

Removes the requirement that invoices be filed first with the purchasing agency before forwarding to the Department of Finance and Administration.

Invoices shall be filed with, certified, and approved by the agency incurring the obligation according to rules and regulations established by the Department of Finance and Administration.

Department of Finance and Administration may establish rules allowing waivers of goods/services receipt certification for specific circumstances including service contracts, office leases, computer software, and federal grant subgrantee disbursements.

Effective date: July 1, 2012.
