Constables serving as bailiffs in justice court for criminal cases shall be paid by the county at the same rate as riding bailiffs under Section 19-25-31

Changes the language from permissive to mandatory payment ("shall" instead of previous language)

Requires the Mississippi Attorney General to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for preclearance under the Voting Rights Act of 1965

Takes effect only after receiving federal preclearance under Section 5 of the Voting Rights Act
