Establishes minimum safety standards and licensing requirements for elevator contractors, mechanics, and inspectors in Mississippi, effective July 1, 2012.

Requires licensure of elevator mechanics (3+ years experience or equivalent training), elevator contractors (must employ licensed mechanics), and elevator inspectors (must meet ASME QEI-1 standards); all licenses valid for 2 years with 8-hour continuing education requirement for renewal.

Mandates registration of all existing conveyances by December 31, 2013, and requires permits before erection, construction, installation, or material alteration of conveyances; exempts private residential elevators.

Requires annual inspections by licensed elevator inspectors and compliance with ASME/ASCE safety codes; property owners must correct code violations within 30 days of inspection reports.

Imposes civil penalties up to $1,500 for violations; allows suspension or revocation of licenses for false statements, fraud, failure to report non-compliant conditions, or other violations of the act.
