HB 921 Summary

• Requires all voters to present current and valid photo identification before voting in person at polling places or registrar's offices.

• Accepted forms of identification include Mississippi driver's licenses, state ID cards, U.S. passports, military ID, tribal ID with photo, student ID from Mississippi colleges, concealed carry permits, and a new Mississippi Voter Identification Card.

• Allows voters without acceptable identification to cast affidavit ballots that are counted if they present valid ID within five days; voters with religious objections to being photographed may vote by affidavit ballot with execution of an affidavit within five days.

• Directs the Secretary of State to negotiate a Memorandum of Understanding between the Mississippi Department of Public Safety and county registrars to provide free Mississippi Voter Identification Cards to registered voters.

• Establishes penalties of $5,000 fine and/or one to five years imprisonment for using identification requirements to intimidate voters or prevent eligible persons from voting.
