Amends Section 37-115-49 of the Mississippi Code to require the State Fiscal Officer to transfer $3,000,000 annually from the State General Fund to the University of Mississippi Medical Center - ACT Center Fund beginning in fiscal year 2013 and continuing each year thereafter.

Creates a special fund in the State Treasury called the "University of Mississippi Medical Center - ACT Center Fund" to receive the annual transfers and any other designated monies.

Allows unexpended amounts in the fund to carry forward to the next fiscal year without lapsing into the General Fund, and deposits all interest earned on fund balances back into the special fund.

Authorizes the University of Mississippi Medical Center to use fund monies, upon legislative appropriation, for the ACT Center for Tobacco Treatment, Education and Research.

Takes effect July 1, 2012.
