Creates the Budget and Strategic Planning Policy Commission with 9 members including the Governor, Lieutenant Governor, Speaker of the House, chairs of both Appropriations Committees, and 4 additional legislators appointed by leadership

Charges the commission with reviewing problems with the 1994 Budget and Strategic Planning Act, studying budgeting models from other jurisdictions, and recommending improvements to Mississippi's budgeting and strategic planning system

Requires the commission to issue a final report to the Legislature by December 31, 2012, including any draft legislation needed to implement recommended changes

Designates PEER Committee staff as facilitator and requires support from the Department of Finance and Administration, Joint Legislative Budget Committee, and other state agencies

Allows commission meetings to be held in executive session like legislative committees, while making final reports and materials distributed in open meetings public records; the act repeals automatically on January 1, 2013
