Amends Section 63-3-809 of Mississippi Code to include utility service vehicles in traffic safety requirements for approaching stationary vehicles with flashing lights.

Requires drivers approaching stationary utility service vehicles to either change lanes away from the vehicle (if on a roadway with at least 4 lanes) or reduce speed and be prepared to stop if lane changing is unsafe or impossible.

Defines "utility service vehicle" as vehicles used by municipalities, counties, electric cooperatives, corporations, and other entities to provide electricity, natural gas, water, wastewater, or telecommunications services, including contractor vehicles.

Establishes penalties of up to $250 for violations, or up to $1,000 if the violation results in property damage or bodily injury to the utility service vehicle or its occupants.

Takes effect July 1, 2012.
