Amends Section 23-15-913 of the Mississippi Code to clarify how the Supreme Court makes judges available to hear election day disputes.

Requires judges selected to hear election disputes be available on election day to immediately hear and resolve disputes, with all filing rules relaxed for this purpose.

Specifies that the Supreme Court shall make judges available to hear disputes in the county where disputes occur, but judges cannot hear disputes in their own elected district, subdistrict, or county, nor in cases with potential conflicts of interest.

Requires selected judges to perform no other judicial duties on election day and be assigned on the basis of fairness and impartiality.

Requires the Attorney General to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia under the Voting Rights Act of 1965, with the act taking effect upon approval under Section 5 of that Act.
