Proposes amendment to Mississippi Constitution establishing hunting, fishing, and trapping as a constitutional right preserved for the people as part of the state's heritage.

Requires fish and wildlife management to provide continued opportunity to take species by traditional means and methods.

Establishes hunting, fishing, or trapping by sportsmen as the preferred method for controlling invasive or overpopulated species.

Grants licensed hunters, fishers, and trappers a private cause of action to enforce the constitutional right if the state fails to comply with the amendment.

Allows the Legislature to prescribe general regulations and restrictions on hunting, fishing, and trapping rights, and promotes state policy supporting public and private shooting ranges for hunter training.
