Identifies 20 poorest counties with unemployment rates ranging from 27.7% to 46.4% and calls for coordinated state efforts to improve economic viability in these counties.

Declares that reducing poverty is the most important effort to improve the state's economic and social rankings.

Calls on state agencies and public and private entities to provide guidance, assistance, and enhanced public infrastructure to support social and economic growth.

Directs copies of the resolution be sent to heads of state agencies, major public and private entities, the 20 poorest counties, and the Capitol Press Corps.
