Adopts new Joint Rule No. 21A requiring a two-thirds vote by either the Senate or House to pass any bill, conference committee report, or amendment that adversely affects benefits or employee contribution rates for members of the Public Employees' Retirement System of Mississippi (PERS).

Defines "adversely affects benefits" as reducing retirement allowances under Section 25-11-111 or reducing the rate or manner of calculating additional payments to retirees under Section 25-11-112 of the Mississippi Code.

Defines "adversely affects employee contribution rates" as increasing employee contribution rates under Section 25-11-123 or otherwise requiring additional employee contributions above the rate in effect before the bill's effective date.

Applies the two-thirds vote requirement only to measures that reduce benefits below levels existing before the bill's effective date or increase employee contributions above existing rates.
