Honors Judge Ermea J. Russell as the first African-American female to serve on the Mississippi Court of Appeals, appointed by Governor Haley Barbour in 2011

Directs copies of the resolution to be provided to each of the five honorees, the Old Capitol Museum, and the Capitol Press Corps
